 JWRT 2014 disciplinary hearing decision

Hong Kong second row Rupert Phillips appeared before independent judicial officer Wang Shao Ing (Singapore) at the HKRFU offices on Wednesday, April 9, having been cited for a dangerous lifting tackle during his side's match against USA in the first round of the IRB Junior World Rugby Trophy. 

The player accepted that he had committed an act of foul play in contravention of Law 10.4(j). Ms Wang upheld the citing which she considered to be a low-end offence which carries an entry point of four weeks. 

There were no aggravating factors.  The Judicial Officer then considered the mitigating factors including the player's clean disciplinary record.  She reduced the sanction from the entry point by two weeks, being the ordinary maximum permitted, before applying a further one week reduction based on a two week suspension being wholly disproportionate to the level and type of offending involved.  She imposed a final sanction of one week. Phillips will miss Hong Kong's second match in the tournament, against Tonga on April 11.
